Our history

The National Office for Water and Sanitation of Djibouti (ONEAD) is a Public Establishment of an Industrial and Commercial nature (EPIC), established by Law No. 145/AN/06/5th L of 1 June 2006.

Formed from the Merger of ONED (National Water Office) and ONAS (National Sanitation Office), ONEAD provides integrated management of the water cycle: production, treatment and distribution of drinking water, and the collection and treatment of wastewater across the entire national territory.

ONEAD operates under the supervision of the Ministry of Agriculture, Water, Fisheries and Livestock (MAEM).

Under the leadership of Mr Mohamed Fouad Abdo, Director-General, the office is steering the ONEAD 2035 — Strategic Transformation Plan strategic plan to modernise the entire water sector in Djibouti.

A word from the Director General

In 2025, the Office will undergo a significant transformation in its internal organization in line with the drive to modernize public services led by the Djiboutian government, following the signing of a Contract of Objectives and Performance between the State and ONEAD. This project, which officially began in October 2024, will reach its full scope starting this year with the Seureca Veolia / Veolia / Insuco / OiEau consortium. This project will serve as the essential foundation for implementing all major water and sanitation projects with a highly capable workforce. It is part of ONEAD’s Vision 2035, which ensures the agency enjoys a reputation that is recognized and proven by its staff and customers, backed by three international standards that guarantee performance and efficiency. In the water sector, the third phase of the FADES project will optimize network efficiency by rehabilitating and strengthening the capital’s water network. This will improve water availability and distribution through a new network, the restoration of 3,000 service connections, and the installation of 500 new ones. In addition, the PEPER 2 project, funded by the European Investment Bank, will upgrade the desalination plant with the necessary equipment to double its production capacity and reach a flow rate of 45,000 m³ per day, and ensure a reliable electricity supply to the plant through the construction of a 12-MW solar power plant. In the area of sanitation, with the support of our development partners—the European Union and the AFD—the Djibouti Sanitation Network Extension and Rehabilitation Project (PERRAD) has begun and will enable Districts 5, 6, 7, 7 bis, and Cité Stade to transition to a centralized sanitation system by 2028. The installation of a tertiary network will allow residents to connect to the system and improve environmental hygiene in these neighborhoods. To accommodate this additional volume of wastewater, the capacity of the Douda wastewater treatment plant has been expanded through the construction of a second plant—currently nearing completion—which will eventually treat a total of 80,000 PE. Balbala is not to be outdone: a feasibility study will be conducted to build three pumping stations, along with a collector, to transport effluent from several neighborhoods in South Balbala to the new Balbala wastewater treatment plant (30,000 PE), which is already operational. The year 2025 marks a new milestone in the Office’s progress; by achieving its objectives, it is contributing not only to the government’s Vision 2035 strategic goals but also to those of SDG 6 (water and sanitation).
