Connections
What is a service connection? A service connection involves connecting a residence or facility to ONEAD’s public water or sewer system. How do I get a connection? To obtain a water connection, you must go to the ONEAD headquarters, the General Directorate, the Moulk Center, Biokeyd (Balbala 2), or the Balbala Branch Office with the following documents: * Permanent residence: A connection application, a photocopy of your ID card, a land title, a site plan, a location map, and a building permit. * Wooden homes: A connection request form, a photocopy of your ID card, and a certificate of ownership. A file will be opened in your name. After review, a quote will be provided to you. Within 15 days, the New Connection Section of the Ambouli and Balbala Technical Department will complete the connection and install a meter at your residence. How much does a connection cost? The cost of the connection is as follows: * Application fee, payable upon submission of the request: 6,600 Fdj, * Quote amount and advance payment for electricity usage (8,400 Fdj), payable upon issuance of the quote by the Studies and Projects Department
Subscription
What is a subscription? A subscription refers to a situation where the delivery location already has a water connection and the customer requests water service at that address. This applies to cases where a connection already exists. How do I sign up? You must go to the reception desk at the ONEAD General Directorate, at Biokeyd (Balbala 2), Cheik Moussa (Balbala 1), Moulk Center, or at one of the regional offices (both the owner and the tenant must be present), bringing the following documents: * Identification documents for the owner and the tenant, * Land title deed * Lease agreement for residential neighborhoods: (Haramous, Héron, Downtown, Gabodes…), * Business license for companies, * Memorandum of understanding for NGOs. A joint security deposit will be established by the service representative before the service contract is drawn up and signed by the tenant and the property owner. How much does a service contract cost? * Residential service contract: 11,490 FD for Djiboutians (7,500 FD advance on consumption + 3,090 FD meter installation + 900 FD registration fee), * Residential and commercial service for foreigners: 48,990 FD (residential, businesses, and NGOs), * 60,000 FD for well operators. Meter installation fees are included in the subscription fee. Termination
What is a termination? What is a termination? A termination occurs when the subscription contract between ONEAD and the customer is terminated. When this happens, water service is suspended, and a termination invoice is issued. The termination or meter removal fee is set at 3,000 FDJ regardless of the meter size and is included in the termination invoice. This termination will therefore prevent ONEAD from issuing any further invoices to the customer. Termination request at the service counter (the customer must pay all outstanding bills before requesting termination of their contract). A disconnection will be initiated within 48 hours to suspend water service, and the disconnection reading will be recorded to prepare the termination invoice. At the end of the contract, the subscriber must pay the termination invoice. Unauthorized Use: In cases of fraudulent consumption without a service contract. 22,000 FDJ with a meter 44,000 FDJ without a meter 100,000 FDJ for repeat offenses Adjustment Bill: This is a bill based on the difference in meter readings due to a lack of meter readings (the termination reading and the meter reading recorded at the time of service disconnection for non-subscription).
